I am wondering what is considered a good DOM on a newly purchased infant seat? How can you know you are going to get a decent DOM if you buy online? Are there certain fabrics that tell you it's a newer seat (ie for the Graco Snugride 35)? If I am due in February when would you recommend buying a seat? Do certain stores/websites have better DOMs? Or is it pure luck!?

I think it's a combination of the popularity of the seat and the online stores for how 'new' the seats are. (more popular ones will get turned over faster). I'm not familiar with current infant seat patterns, but if it's something that's discontinued it will more than likely be older.

As for dates, I'd feel fine with anything less than 6 months old if I was paying full price. If it was discounted probably up to a year old depending on the discount.
